READING, Pa. – The issue of traffic-calming was back on the agenda for Reading City Council's Committee of the Whole meeting Monday.
Reading Public Works Director Timothy Krall reported to council about the status of the project. He noted that the city does not yet have a traffic-calming policy, but "it would be very good for the city to adopt [one] if the city wants to go in that direction." He continued, "It's not mandatory to have one, but it could be effective."
"It comes at a cost," Krall noted, "and funding is critical because every dollar spent takes away from other traffic projects."
Traffic-calming measures generally are meant to slow down motorists and make streets safer for motorists, pedestrians, cyclists and other users of the road.
The city is currently seeking $76,000 to conduct a preliminary study, according to Krall.
Councilmember Jaime Baez Jr. asked Krall for a timeline, to which Krall said concepts and ideas could be ready by October or November.
Krall also pointed out several recent projects conducted by the public works department that have traffic-calming aspects, such as the extended no- parking areas at the intersection of North 13th Street and Pike Street, as well as North 5th Street at Douglass, Oley and Woodward streets.
"No-parking zones improve sight lines at intersections," Krall commented.
Government study commission
At the next voting meeting July 22, City Council will be asked to authorize a referendum on the question of establishing a government study commission. The commission would consider the adoption of an amended home rule charter or an optional form of government for the City of Reading. This was introduced at the July 8 regular meeting.
The bill states an election shall be held on the following question to be provided to the electors at the next general election to be held on Nov. 5: "Shall a government study commission of (seven, nine or eleven) members be elected to study the existing form of government of the City of Reading to consider the advisability of the adoption of an amended home rule charter or to recommend the adoption of an optional form of government?"
Council President Donna Reed said she favors passage of the bill because "elected officials are not part of the commission," which will be comprised of non-elected citizens.
New positions
At the next voting meeting, City Council will also consider an amendment to the position ordinance to change the position of secretary in the police academy to police academy administration officer. This newly titled position will have a salary of $65,000.
City Manager William Heim explained this is a full-time management position that reports to the lieutenant supervising the police academy operations.
"The Police Academy is now more like a small business," Heim noted.
This position includes communication with county and regional police chiefs and departments to ensure academy operations. The position maintains access to and security of highly sensitive materials, and is responsible for creating, submitting and tracking all academy invoices.
The police academy client base includes numerous police departments and Alvernia University, Heim said.
In addition, council will be asked to amend the 2024 position ordinance to include an additional full-time position of Maintenance Worker 1 in the public works solid waste division, at an annual salary of $46,196.88, covered by two of the six unfilled part-time positions.
According to Heim, this position mainly deals with collecting solid waste from buildings, businesses and other facilities. It also is responsible for snow removal, pressure washing and routine maintenance of trucks and other equipment used in these processes. Some weekends and holidays are included in the schedule.
"The Public Works Department would like to hire the additional maintenance worker to ensure better service to our citizens," Heim concluded.
